The application proposes the creation of a new vehicular access to replace the existing land relating to Marown Manor and Marown Court, Main Road, Glen Vine, which is located between Glen Vine and Crosby. The property benefiting from the new access will be the property which is current being constructed Marown Park. The property is a large detached property with a detached garage, along the boundary which fronts onto Main Road is an existing 1 metre high wall.
The driveway will give access onto Main Road, the exiting dwelling is set below the road level approximately 4 metres, therefore the driveway rises up considerably to get to the access point onto the road. The applicant has left a 2.5 metre setback from the edge of Main Road which is on relatively flat ground, so that a car could stop and see what traffic where approaching. The application also shows that because of the setback, there is a 90 metre visual sightline in both directions along Main Road.
The site has benefited from two recent Planning Approvals, firstly for erection of a dwelling with detached garage on (04/00117/B) and secondary for amendments to approved dwelling (05/00286/B).
The Department of Transport have no objection in principle subject to the following conditions:
1) The applicant is required to carry out a CCTV survey of the existing foul sewer which crosses the development site prior to any work commencing. Once development work has been completed on site, a further CCTV survey must be undertaken to ensure that no damage has been caused to the public foul sewer during these works. Copies of these CCTV surveys must be submitted to the Drainage Division for scrutiny.
If any damage is found to the public foul sewer during construction work being carried out, the applicant or his contractor will be liable for the repair of the same.
2) The applicant must submit full structural calculations to the Division relating to the retaining wall prior to work commencing on site.
3) There must be NO discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
4) Public foul sewerage crosses this site. The line of the foul sewer must be identified before development work commences. The public sewer must be fully protected whilst all building works are being carried out. No trees may be planted within three metres of any public sewer either at the time of construction or at any time in the future.
Marown Parish Commissioners have considered the application and have no objection.
We have received no privately written representations objecting to the application.
The new access would seem to be adequate and will provide the property with a driveway of its own. The most important issue with the proposal is the access onto the Main Road to be safe to enter and exit from, which would seem to be the case due to the 2.5 metre setback and the height of the boundary walls which run along the front boundary being only 1 metre. All these facts make it therefore possible to see 90 metres away in both directions which would seem to be acceptable.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawing 0403/PL99 REV C all received on 30th December 2005.
