Officer's Report
The application seeks approval for the installation of uPVC bottom opening casement windows to replace twelve existing windows on the first and second floors of a building in Parliament Street, Ramsey. The application site is within the Ramsey Conservation Area and the existing windows are understood to be wooden sliding sashes.
Ramsey Town Commissioners have no objections to the planning application. SPMCE strongly object to the planning application on the grounds of the prominence of the building within the Conservation Area and its setting against Ramsey Courthouse, which is a Registered Building. Steve Moore,
Building Conservation Officer, has informally advised that grant assistance would be available for the installation of acceptable windows. The proposed windows are contrary to the provisions of Planning Circular 1/98, which sets out the policy on the alteration and replacement of windows.
I share the concerns of SPMCE and consider that the building is of particular prominence within the Conservation Area. I recommend that the planning application be refused on the grounds of visual impact on the Conservation Area, visual impact on the setting of the adjacent Registered Building and that it is contrary to the provisions of Planning Circular 1/98.

The Planning Committee considers the proposed replacement windows to be unacceptable on the grounds that:
a) the building occupies a prominent position within Ramsey Conservation Area and that as such the use of uPVC bottom opening casement windows would be detrimental to the visual amenity and overall character of the Conservation Area; b) the building is located close to Ramsey Courthouse, which is a Registered Building, and the use of uPVC bottom opening casement windows would be detrimental to the setting of this Registered Building; and c) the use of the proposed replacement windows within a building in a Conservation Area is contrary to the provisions of Planning Circular 1/98 โ The Alteration and Replacement of Windows.
