Officer's Report
The application site is Ballagawne and part of field no. 234085 on the coastal side of the A4 to the north of Glen Mooar.
This application is seeking permission for a vehicular access to serve a farm outbuilding which has A.I.P for conversion to a dwelling. A reserved matters application has not yet been submitted.
The proposed access road cuts through field no. 234085 and links up with the A4.
The Michael Commissioners have commented the plan shows the existing entrance is to be kept and it is considered that the extra entrance to the development will create a detrimental effect to the countryside.
I consider the proposal is an unwarranted intrusion into the countryside and undesirable given that the site can already be accessed from an existing entrance to the south of the site. The applicant has not provided any justification to demonstrate the need for an alternative entrance. I therefore recommend that planning permission be refused.
