Time limit for reserved matters
This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
Agricultural occupancy restriction
The occupation of the proposed dwelling(s) must be limited to persons whose employment or latest employment is or was employed in agriculture in the Island and including also the dependants of such persons as aforesaid.
Location per drawings
This permission relates to the principle of the erection of two agricultural dwellings in the location shown in drawings 843-01 and -02 both received on 31st October 2005.
Design and siting requirements
Each dwelling must be different in appearance to the other and sited and accessed from the Orrisdale road as shown in the approved drawings. Both dwellings must be designed in accordance with policies 2-7 inclusive of Planning Circular 3/91 - Guide to the Design of New Residential Development in the Countryside.
Access and parking
The application for reserved matters must demonstrate that both of the new dwellings have a safe means of access onto the Orrisdale Road and afford parking and turning space for at least two vehicles. The access should provide visibility splays of 2.4m by 120m.

SupportI supported that application, as I do this one, on the principle that the area has an established group of dwellings and that further 'small' scale development would not be detrimental to the area; approval should be granted - to enable people with ties to the area to remain within the area. It certainly doesn't seem in conflict with circular 1/88

Objectionthis present proposal... cannot represent anything other than the erection of a new dwelling in the countryside, hereabouts AHLV and which no one else would be allowed; we are TOTALLY OPPOSED to the present proposal as being entirely contrary to Policy; Departures from Policy should only be accepted in desperate cases. This requirement cannot be desperate and should be refused; why cannot all or some of these presumably redundant, yet well built structures, be converted into dwellings for his farm workers?

SupportGiven the scale of this business and the need for sustained 24 hour cover to ensure the health and welfare of animals giving birth, I would recommend that the unit does require the additional residential housing; The livestock and land would require 7.49 standard labour units; the large suckler cow herd and breeding ewe flock will both require 24 hour per day supervision
