Officer's Report
The application proposes the erection of a detached pitched roof double garage to replace the existing flat roof single garage at Abbey Court, Abbeylands, which is a detached bungalow within a rural location. The applicant also has another application which was submitted at the same time, for an erection of a conservatory and patio / decking area and other alterations (05/01689/B) which was approved. The boundary treatment with the neighbouring property Crossways consists of a 2.5 metre high hedge running along the boundary with the neighbouring property Crossways. The
ground levels of the two properties slope down slightly from Abbeylands (highway) to the rears of the sites.
The detached double garage will have a width of 7 metres, a length of 8.35 metres and a maximum height of 5.6 metres. It is proposed to create a playroom within the roof space which will have access by a new staircase being created. The west elevation of the garage roof it is proposed to have 3 velux roof lights, on the east elevation a single roof light and on the north elevation which is the gable end has a first floor window.
Onchan District Commissioners have recommended that the application be deferred on the grounds that, to request a deferment of consideration in respect of this application by the planning committee until such time as details are supplied showing the levels between the adjoining property, boundary fence/hedge and proposed first floor levels/roof height of the building.
We have received one objection to the proposal from the neighbouring property Crossways. Their objections are due to the unacceptable obtrusion both of views from their property and of their privacy. The neighbouring property Crossways are concerned for their views from their main bedroom, second bedroom, study and lounge. Their properties rear corner (closest point) is approximately 4 metres away from the boundary with the applicant.
Although the Onchan District Commissioners have ask for a deferral, after visiting the site I believe that the proposal would seem to be inappropriate in this location, due to the pitched roof over the garage would cause a detrimental impact by being overbearing on the neighbouring property Crossways, and would be an un-neighbourly development. My recommendation is therefore a refusal.
