The application proposes the alterations and extensions at The Dolls House, Old Castletown Road, which is a detached property within a Conservation Area. The dwelling is North of the Castletown Road and is significantly below the ground level of the road. The Site has had a previous Planning Refusal (05/00350/B) because: - "As part of the original Nunnery complex, and in particular the Nunnery Mill, the existing house is of some architectural and historic interest; the proposed
extensions would engulf the existing building and would disregard its formal symmetry and original mass, so affecting adversely the appearance and interest of the building".
The application now proposes a part single storey, part two storey side extension to provide facilities for the applicant's son who is severely disabled in a wheelchair. The extension will have a maximum side projection of 4.1 metres from the existing gable end wall of the dwelling and a total width of 8 metres (taking both extensions into account). The application also involves a two storey rear extension which provides additional living accommodation and a double garage, the extension has a total rear projection of 10.9 metres from the existing rear wall of the dwelling, and an overall width of 7.4 metres. The applicant has stated in the plans has proposes to separate the extensions into 3 phases. Phase 1 is the side extension, phase 2 is part of the rear extension (kitchen and bedroom) and phase 3 is the double garage with flat for carer above.
The Douglas Corporation and the Department of Transport have both considered the application and neither have an objection. The DoT has stated that a condition for four off street parking spaces is required to serve the needs of the development. We have received no privately written representations objecting to the application. The Conservation Office has been consulted with the applications and has recommended possible alterations which the applicant has taken into consideration and has since submitted amended drawings which improve the design and appearance of the dwelling.
The proposal from a Planning and Conservation perspective are acceptable and will compliment the existing property well. The submitted amended drawings have eased the concerns of the Conservation Officer and myself, regarding the original drawings submitted having a detrimental affect upon the property and that of the Conservation Area due to the engulfment of the existing building which would disregard its formal symmetry and original mass. Therefore the amended proposals would seem appropriate and the extension will compliment the existing property in the proposed locations and my recommendation is for an approval.
Further to the decision noticed being submitted to the applicant, amended drawings have been submitted showing minor internal and external alterations and showing the correct drawing numbers. Therefore condition 2 has been amended to:-

C 4. The proposed accommodation above the double garage extension may be used only in association with "The Dolls House" and for purposes ancillary to the use of "The Dolls House" as a single dwelling house.
N 1. Applicant to consult with the Fire Safety Department as the premises (may) fall within the scope of the Isle of Man Fire Precautions Flat Regulations 1996.
