Officer's Report
The planning application seeks approval for alterations and extensions to Laxey Workingmen's Institute in Laxey. The building is a Registered Building and there is a concurrent Registered Building consent application, 05/01552/CON. It is my understanding that the proposal has been discussed with Steve Moore, Building Conservation Officer, and that he happy with the proposed works.
The only objection to the proposed works is from the DoT Highways Division, who are concerned about the car parking provision in relation to the use of the building. Given that the location of the building, the known restrictions on available on site car parking and the desirability of bringing a Registered Building into greater use I consider the objection to be insufficient to warrant refusal. I recommend that the planning application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no.s 300, 301, 302, 303, 304, 305, 306, 307 and 308 date stamped the 18th August 2005.
C 3. Prior to the commencement of any works a sample of the roof slate to be used on the roof extension must be submitted to and agreed by the Planning Authority.
C 4. Prior to the commencement of any works further details of the windows and doors to be used in the extension must be submitted to and agreed by the Planning Authority.
C 5. The external walls of the extension must be finished in painted smooth sand/cement render to match the existing building.
C 6. Prior to the commencement of any works further details of the formation of the car parking to the rear, including the construction of the boundary wall and proposed surface finishes, mist be submitted to and agreed by the Planning Authority.
