The planning application seeks approval for the additional use of Robinson's distribution plant on Cooil Road, Braddan, for the sale of wet fish and organic vegetables on Thursdays and Fridays.
The application site has been the subject of a number of previous planning applications but I can find no approval for the sale of goods directly from the site. The applicant's agent has indicated that it is the applicant's intention to provide a 'limited' service available to the public in addition to their wholesale activity.
I do not believe that sales to the public should be encouraged, given the potential impact on town centre and existing centre vitality, and that it is inappropriate for produce not solely related to the applicant to be sold or wholesaled from the site. Accordingly, I recommend that the planning application be refused.

An examination of previous planning approvals for the application site and the business operated from it has identified that no approval exists for non-bulky retail sales on the application site. As such approval of this planning application would introduce non-bulky goods retailing from the site. By reason that the retailing of non-bulky goods from this location is contrary to the viability and vitality of existing town centre and other existing retail centres the proposed is deemed to be unacceptable.
