The site represents the curtilage of an existing property situated in an area of Mixed Use on the Port Erin Plan which was adopted by Tynwald in 1990. The site lies on the southern side of Church Road and backs onto a rear service lane where a flue has recently been refused (PA 050802).
Proposed here is the change of use of the property from a (furniture) shop to a betting shop. There is already a betting shop at number 18 from where this operator is to move. There are two comments of note, one from Port Erin Commissioners who raise no objection subject to the existing premises being closed and not used as a bookmakers. The second comment is an objection from a lady in Ballafesson who objects to a second bookmakers in the village on the grounds of increased addiction to gambling.
I can see no planning reason why two bookmakers in the village should be objectionable and as such no reason to require a legal agreement to achieve this. There is no reason why planning should protect people against gambling any more than it should protect people against excessive eating of sweets or cakes or watching videos.
