Officer's Report
The site represents the domestic curtilage of number 31, Arbory Street, on the western side and within an area of Residential Use on the Castletown Plan adopted by Tynwald in 1991. The property is used as a restaurant and has been for some time. Previously an extractor flue was approved (03/1520 and 03/0626) after having been refused (02/1716).
Proposed now is the installation of a replacement window in the front elevation - the largest in the frontage and at ground floor level. The existing window has two fixed bottom three quarter lights with two top opening quarter casements above.
Whilst the proposal will preserve the existing window pattern, this is not a traditional or appropriate glazing pattern and it is a shame that the opportunity is not being taken to improve the glazing pattern in this replacement. It should be, in accordance with the PPS 1/01.
31 Malew Street is located within the Castletown Conservation Area.
The property currently has painted timber casements that are clearly replacements and not the historic format expected, this would probably have been sliding sash. In particular it is my supposition that the window identified within this application was either an original shop window (as found elsewhere in the town) or was enlarged to this to this facade. In considering this application, I have considered the implications of altering the format of one window in an otherwise uniform façade. On this bases, I consider this application to be acceptable.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the replacement of the existing front ground floor window as shown and described in the photographs and information all received on 8th June, 2005.
