Officer's Report
The application site is a two storey farmhouse which has been previously extended to the rear of the property. The application is situated on the southern side of the A3 between Ballaugh and Sulby. The site is located in the open countryside and an Area of High Landscape or Coastal Value and Scenic Significance.
The proposal is to demolish the existing derelict barn and replace with extension comprising of a garage, reception room and hall at ground level and two bedrooms and bathroom at first floor level.
There are no neighbouring properties in which the proposed extension will impact on their residential amenity. The only impact the proposal will have is on the visual amenities of the locality.
In respect of the impact on the visual amenities of the locality, the proposed extension would be set approximately 14m back from the main road to the north of the application site. The proposed extension will be partially visible from the main road. The proposed extension is a significant addition to the existing property. The design of the proposed extension is disproportionate and not in uniform with the existing property. The fenestration details of the proposed extension would be out of keeping with the existing cottage. When the extension is viewed from the rising landscape to the rear, the rear elevation would be seen as introducing an uncharacteristic feature into the landscape with attached decking. I feel this is unacceptable and is unsympathetic to the countryside especially in an Area of High Landscape or Coastal Value and Scenic Significance.
I therefore consider the proposed extension would introduce a prominent and incongruous feature into the landscape, disrupting the rhythm of development and would cause demonstrable harm to the visual amenities of the locality.

The proposed extension would be contrary to Planning Circular 3/91 in that the proportion, form and detailing of the proposed extension would be unsympathetic and out of keeping with the building to which it would be attached and would be cause demonstrable harm to the visual amenities of the locality.
