Officer's Report
The application seeks approval for the installation of a velux roof terrace at the rear of and the erection of a conservatory onto the rear elevation of a semi-detached dwelling in Onchan. The velux roof terrace forms part of the conversion of the roof space into habitable accommodation.
I consider the proposed conservatory to be in keeping with the scale of the dwelling and its impact to be acceptable. I had some initial concerns about the velux roof terrace and the potential for overlooking that could arise from its use. After putting these concerns to the applicant they responded with a submission outlining their views on the matter. I agree with their views to a certain degree and take on board that the level of overlooking that is already available from the upper floor windows. The applicant wishes the application to be considered on the submitted drawings. However, as they want to re-roof as soon as possible should the roof terrace be view unfavourably they would prefer an approval conditioning the use of rooflights rather than an outright refusal.
On balance I consider the proposed development to be acceptable but recommend further discussion with the Planning Committee. If necessary an approval could be conditioned requiring the use of standard rooflights and the submission of a drawing to show this prior to the commencement of development. Further discussion with Planning Committee.
Planning Committee did not like the roof terrace and resolved to approve subject to a condition restricting development to rooflights. Conditions have been amended accordingly.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no.s 01, 02 and 03 date stamped the 25th May 2005.
C 3. No approval is granted for the installation of the velux roof terrace, as shown in drawing no. 03 date stamped the 25th May 2005. This approval allows the installation of rooflights and the continuation of the roof slope. Prior to the commencement of development a drawing showing this work must be submitted to and agreed by the Planning Authority and thereafter the development must be constructed in accordance with that drawing.
