Officer's Report
The site, defined in orange, represents the curtilage of a courtyard of stone barns located to the east of the road leading from Santon (Ballavale) to Ballachrink Farm near Glen Grenaugh. The site falls within an area of Woodland and hlv on the 1982 Plan.
Previously, planning permission was granted for the conversion of the existing buildings to living accommodation in the form of one dwelling. The scheme involved some rebuilding and the demolition of existing stables and their replacement with a new garage block.
Now proposed is a similar scheme, for a new owner. This scheme differs from the previous one in that the approved ground floor dinigh room extension on the south eastern corner is no longer proposed, neither is the frist floor extension on the entire south elevation. The stable block is now to be retained but re-roofed with a steeper pitched roof to match teh remainder of the complex. Glazing is now proposed following the line of new gable features on the inner face of the courtyard and a new first floor therein. There are no existing elevations which would have been helpful and the eastern external and western internal elevations appear to be missing.
The applicant will not provide existing drawings (which is a little worrying as it indicates that he has not surveyed it). He has provided the missing elevation which is similar to the one already approved.
My view of the proposals is that the scheme is more imaginative than that previously approved but that there are new features which are not truly preserving the existing fabric, but are more of a modern interpretation of the existing building. the previous scheme did not retain the existing fabric entirely intact and the new features now proposed do not add to the floorspace. On balance, I think it is an interesting approach to the conversion of the buildings. There are no objections to the proposal.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the conversion of the existing building to residential accommodation as shown in drawings 2005/020/001, -002 and -003 and the location plan all received on 26th May, 2005 and 2005/020/002 Rev A received on 12th July, 2005.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
