The application site is a grassed piece of land located within Jurby Airfield.
The south west corner of the airfield is currently used by the applicants for kart racing. This proposal will provide a permanent and safer track facility than currently exists, which utilises a coned out track on the runway and taxiways.
In respect of the impact on the objectors from noise disturbance, they are located 3.2km away from the application site. The airfield is currently used for kart racing and I do not feel this application will intensify any noise disturbance than what currently exists.
In terms of the impact on the residential properties in Jurby from noise, the application would be situated approximately 600m away from the nearest residential property. Furthermore, the industrial estate will also act as a barrier.
In highway terms, this application is just relocating that facility to a different part of the airfield. The applicant has indicated the proposal will not increase competitor or spectator numbers. I do not feel this proposal will prejudice highway safety or impact on the highway network.
The proposed building is set a significant distance from the main road situated 100m to the North West. The building would be visible from the public highway. The elevation facing the public highway will contain windows and opening. This will break up the mass of the building. I do not feel the proposal will cause demonstrable harm to the visual amenities of street scene.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
Prior to the commencement of works further details of any external floodlighting scheme (including details of the height of the floodlights, colour coating of columns, directional control and spillage of light) required as part of the development hereby approved must be submitted to and approved in writing by the Planning Authority. The Planning Authority will need to be satisfied that the lighting scheme proposed is the minimum required for working purposes and that it minimises potential pollution from glow and spillage.
C 3. The development shall commence in accordance with samples of the proposed facing and roofing materials proposed to be used (including details of the proposed colour finishes to be used in construction of the external surfaces of the development) which have been submitted to and approved in writing by the Planning Authority. Once approved the development shall be carried out only in full accordance with such approved details or any approved amendments.
C 4. The building hereby permitted shall not be used unless and until an access ramp into the building has been provided in full accordance with the details to be submitted and approved in writing by the Planning Authority thereafter no alterations shall be made to the access ramp without the prior written approval of the Planning Authority.
C 5. Within six months of the first use of the building, trees and shrubs shall be planted in accordance with a scheme which has been submitted to and approved in writing by the Planning Authority. Any trees or shrubs removed, dying, being severely damaged or becoming seriously diseased within five years of planting shall be replaced as soon as practicable by trees or shrubs of similar size and species to those originally required to be planted.
C 6. The floodlights shall only be operated between the hours of 8am and 10pm.
C 7. The kart track shall not be used before 8am and after 9.30pm.
C 8. No development should take place between 1st March and 31st July to protect ground-nesting birds.
C 9. Prior to the erection of the fencing, details of the fencing (including details of the colour coating) required as part of the development hereby approved must be submitted to and approved in writing by the Planning Authority. Within one month of the erection of the fencing it shall be colour coated in accordance such details submitted to and approved in writing by the Planning Authority.
