Officer's Report
The site represents the curtilage of an existing building on the northern side of Arbory Street within Castletown's Conservation Area. Previously permission has been granted for the conversion of the unit to offices (PA 05/0261). The premises are presently a doctor's surgery.
This application proposes to turn the premises into a bridal shop which should be a boon to Castletown as this will provide a magnet for shoppers, an anchor shop and a specific reason to for people to visit the town and possibly generate more business for other shops and services.
There is likely to be less traffic associated with this use than with offices or the doctor's surgery and as such I see no objection to the proposal.
Whilst the views of the DAO are admirable, this is a change of use and we cannot require that provision for disabled persons is provided in an existing premises, particularly where it was a doctor's surgery.
The site is within an area of Predominantly Residential on the adopted local plan. However the existing use is not residential and I see no harm or detriment from the proposed use.

C 1. The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.
C 2. This permission relates to the use of the premises as shown in the information and plans received on 14th March, 2005, as a bridal shop.
N 1. The applicant is encouraged to make provision for access to and use of the premises by disabled persons. The advice of the Disability Access Officer is recommended in this respect.
N 2. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
