Officer's Report
The site represents the curtilage of an existing terraced house in the middle of Slieau Whallian Park.
Proposed here is the installation of a lift and additional facilities on the first floor. These facilities are designed for disabled persons and are supported by Social Services.
There is an objection from the neighbour on the basis of light, view and value. Whilst the second and third objectors are not material, the impact on light may be a problem as the extension will be to the southwest of the neighbour.
Defer for site visit.
I concur with the views of the neighbour and recommend that the application is refused.
The PC were sympathetic to the needs of the application but requested clarification of whether the garage could be converted to provide the accommodation required.
The applicant's agent has now confirmed that they require the accommodation on the upper level in order for the parents to be close to the disabled child during the night.
I still think this is unneighbourly.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
