Officer's Report
The site represents the curtilage of the 4 Wheel Drive Van and Hire Centre located at the entrance to the Barley Field Industrial Estate to the west of Spring Valley Industrial Estate. The existing development had permission under the provisions of 03/00722. The estate was approved under PAs 01/0110 and 0111. Now proposed is the erection of a further building at the rear of the site. This will be used as a workshop in connection with the existing operation of the 4 Wheel Drive Centre. There will still be 80 parking spaces for the 834 square metres of floor space provided (1 space per 10 square metres compared with the usual 1 space per 50) although it could be argued that the external display space represents floorspace and takes up some of the parking spaces. The building will be a standard industrial building finished in the trademark red but similar to other industrial buildings on this estate. there is no provision fora mezzanine level due to the head height required for lifting vehicles.
There is an objection from DoT on the grounds of inadequate car parking. The applicant has explained that having (now) been on site for fifteen months and have not had to park any of their vehicles on the estate road, which is not suitable for such. They also point out the density of use of the Oxley's/Caledonia car sales outlet elsewhere on the Business Park.
The DoT's objection appears to be on the grounds that the proposed new building will reduce the amount of approved car parking and assume that the amount shown in the original development was that required in association with the development. The applicant argues that they have made best use of the site.
On the basis of the high level of car parking provided, I see no sustainable reason to recommend refusal.
Permission has been denied for the erection of a sign which has been installed at the entrance (05/0033). This is subject to an appeal but does not affect this proposal.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a workshop as shown in drawing reference WL/04/932/1 and the site and location plans all received on 22nd December, 2005.
C 3. The workshop may be used only in association with the operation of the remainder of the site as a vehicle hire and sales outlet.
C 4. There must be no discharge of surface water to the main foul sewer.
C 5. The proposed development must be connected to the main foul sewer.
NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development
C 6. It should be noted that it is an offence under Manx legislation to permit the discharge of polluting or harmful matter to any public sewer or watercourse. Appropriate measures should be taken by the developer/occupier to ensure compliance with this legislation.
