Officer's Report
This application relates to a mid terraced property in Brunswick Road Douglas which is within the Douglas (Selborne Drive) Conservation Area.
The application was originally for the creation of a car parking area and window alterations but the applicant has requested that the part of the application referring to the creation of a gate through the rear wall be withdrawn and that soley the part relating to the windows be considered at the moment.
The proposal is to remove two windows and close up the opening to the rear outlet of the house and put in a new window which opens to the rear of the property. Only the top part of the window will be visible above the high wall that surrounds the rear yard and there is no unacceptable overlooking to the house on the other side of the rear lane.
There is an existing bay window on the side wall of the outlet which is to be taken out and replaced by a window which is flush with the wall. The policy for replacement windows in the conservation area where they are not readily visible from a public viewpoint is that the windows must have the same or
similar pattern of glazing bars as the originals. The existing bay is badly damaged and hangs out over the entrance steps to the property where it could be a hazard to those using the entrance. The window is to the rear of the property and is not visible from the rear lane because there are high walls to the rear of this property and adjoining houses. The replacement of the bay with a window similar to the others in the rear of the property will have no detrimental impact on the building or the conservation area. The Building Conservation Officer has no objection to this proposal.
The style of the windows will be in keeping with the others currently in the rear of the house and is considered to be acceptable.
There was on objection to the application from the neighbouring house, however this was not to the principal behind the proposed works, but to potential damage to their property from the works associated with the proposed garage door. This part of the application has now been withdrawn. The current application is solely for the changes to the windows to which the neighbour has not objected. The highway department have not yet responded but they are unlikely to wish to comment when the application solely relates to windows.
There will be no adverse impact on neighbouring properties from the proposal or on the Conservation area in general.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing number 01, 02, 03 and 05 with the omission of the proposed Double Garage Door on drawing 05 and the omission of the proposed car parking facilities, reference to removal of wall and construction of new similar wall including double garage door, on drawing 03.
C 3. The new windows to be inserted must be similar in style and design to the other windows in the rear of the property.
