The site relates to an area of land of Battery lane, Peel. The lane meets the Ramsey Road just beyond the south eastern corner of the playing fields.
The land falls within the 'predominantly residential' zoning on the Peel Local Plan 1989. Beyond the north eastern boundary of the site is an area of 'Reclamation' as zoned on the local plan. This area, which was a former quarry, has steeply sloping banks but is largely grassed over.
The application seeks approval in principle for three dwellings. The site plan indicates that Battery Lane will be widened but this falls outwith the defined site and the details of such proposed widening are in any case unclear.
The site itself is open land and is uneven in levels across the site. In terms of drainage it is proposed to pump foul to the main sewer and discharge surface water to soakaways.
Highways - no sightlines shown therefore it would be contrary to road safety.
MNH - Set an unfortunate precedent; it would have a negative effect on the former sandstone quarry - it could sterilise resources and endanger the wildlife habitat.
Briardale, Belle Vue Lane - object it would remove an open space full of wildlife.
ADCO - Details history, it is a site for wildlife, new dwellings would overshadow Greystones and Cliff Cottage. Access concerns as well as drainage.
Shenndeeagh - Ballaquane - Flora and fauna survey required. Widening of the lane would ruin the Headlands.
Crellin - road is unsuitable for further traffic during construction.
Thornton Grange, Bell Vue Lane - visual impact on the Headlands, impact on wildlife, congestion on the Ramsey Road, inadequate access, impact on services
6 St Patrick's View - inadequate access, intrusion on the coastline.
Cliffe Cottage - Natural habitat would be diminished. Widening would in any case would not be able to accommodate the traffic. Current drainage pipe goes under Plot 1.
10 Mourne View - impact on wildlife, views from the breakwater, impact on privacy
Peel Comms - concerns over access, and use of the narrow lane. Object to any proposals to widen the lane.
The access is unsuitable, and visibility would be difficult. Although there is no official designation the development may impact on the wildlife etc in the vicinity of the quarry. There would be a detrimental impact on Cliff Cottage and the views of the Headland as seen from across the bay would be adversely affected.

R 1. The proposed development would intensify the use of Battery Lane which is narrow with few passing places; it is therefore judged unsuitable for the accommodation of additional traffic. The Planning Committee judges that the sightlines available for traffic emerging onto the Ramsey Road are poor and that increased use of this junction by vehicles would be contrary to the interests of road safety.
R 3. The proposed development of the site would have an adverse impact the open character of the Peel Headlands area, as viewed from Harbour area and the Peel breakwater.
R 4. The proposed development would have a detrimental impact on the residential amenities currently enjoyed by Cliffe Cottage.
R 5. The proposed development would harm the wildlife habitats which have become established in the former sandstone quarry to the north east of the site.
