Officer’s Report
The site represents the curtilage of the new Shoprite store off Hillberry Road in Onchan.
The approval of this development (PA 98/1278) was subject to objections and was approved on appeal. The applicant stated in the application what the opening hours were to be - i.e. 0830-1830 Mondays, Tuesdays and Thursdays and between 0830 and 2030 on Wednesdays, Fridays and Saturdays. This reflected the hours of business operating in the Village Walk at that time.
Now, some 6 years later, the Village Walk has changed in terms of the type of shops within it and their opening hours, including a take-away/restaurant which opens until after dark. Also, newer supermarkets tend to stay open for longer - Tesco opens until 6pm on Sundays and later in the week.
In order to compete, Shoprite wish to open this store from 8am-10pm Mondays to Fridays, 8am - 8pm Saturdays and 9am-6pm on Sundays.
Whilst there is an objection from a local resident, there is no valid reason suggested in it which would justify a refusal. Also, despite numerous objections to the overall development (and a few to the installation of ventilation systems) there is only one objection to this. Also, he suggests that the application was made in 1999 (it was 1998) and was approved on review (it was on appeal).
