Officer’s Report
The site represents the curtilage of an existing cottage (indicated in red) together with (indicated in blue) the land owned with it which extends far beyond what might reasonably be considered as the residential curtilage and indeed is not shown as such.
Permission was granted on appeal (PA 02/0686) for the replacement of the existing cottage with a new property. The Planning Committee had refused the application on the basis that it had lost its habitable status by way of abandonment although refurbishment of the existing would be acceptable. The Inspector concluded that there would be no visual planning gain in requiring the retention of the existing and recommended that the redevelopment of the existing cottage be permitted. The approval which was granted as such required that the new dwelling be designed in accordance with 3/91 no specific reference was made in respect of the windows.
The detailed application, PA 04/0531 showed a traditional cottage with plastic framed windows. However one of the conditions of approval required that the porch and windows were made from wood
and that the windows were sliding sash. A subsequent request for the use of plastic framed windows was denied (28.6.04).
Permission is now sought for the installation of plastic framed sliding sash windows and the erection of a conservatory.
In support of the plastic windows, the applicant cites such windows being installed in a neighbouring property although I have no idea which this is. Defer for site visit. The houses on the approach to the cottage all have pastic casement windows (including the Santon Motel, The Smithy and Hillside Cottage) with the exception of The Haven and Thorncroft neither of which have sliding sash windows installed although the frames appear to be timber. As such I feel it would be inconsistent and not achieving much by requiring the windows to be framed in timber as the property is less conspicuous than the others which already have inappropriate windows. At least these would have the correct form of opening.
The conservatory is a nicely designed and well proportioned structure which will not detract from the appearance of the cottage as approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of plastic framed sliding sash windows as shown in the submitted brochure and plan reference 04/59/2d received on 28th October, 2004 together with the installation of plastic framed windows of the design and appearance shown in the same drawing and the erection of the conservatory shown in the same drawing.
I confirm that this decision accords with Government Circular No 57/01 (Delegation of Functions to Director of Planning and Building Control).
