In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:
Name: Mr David Ainscough Proposal: Change of use of building to a Full Day Care Nursery with creation of an additional pedestrian access at: Mona House 1 Mona Street Ramsey IM8 1BD
which was considered on 7 January 2005, for the reasons set out below.

Reasons For Refusal:
- By reason of location and the lack of available areas to drop off and pick up children the operation of the property as a child day care nursery is likely to increase the incidents of illegal parking within the area to the detriment of highway safety.
- By reason of its location adjacent to a busy highway the Planning Committee considers that the use of the front garden area for formal child recreational activities is potentially dangerous and as such unacceptable. Furthermore, there is concern that the actual use of this area may require the construction of additional walling or fencing, which may have a detrimental impact on the character of the Conservation Area and the setting of the neighbouring Registered Building.
- This review has been considered by the Planning Committee on written evidence. Any additional submissions not previously circulated to interested parties are enclosed herewith.
Note 1: The decision contained in this notice does not become final until:-
- the time for requesting an appeal in relation to any decision at review has expired; or
- any appeal has been completed.
Note 2: Rights of appeal against the decision of the planning committee are attached.
Note 3: An appeal may be requested within a period of 21 days.
