Officer's Report
The application seeks approval for an extension to the side of a detached dwelling in Laxey.
The proposed extension is built on a slope and as a result is set one floor lower than the original part of the dwelling. In effect the extension is three storeys but actually continues on from an existing lower level extension.
I consider the design of the extension to be in keeping with the character of the existing dwelling, with limited impact on the nearest neighbouring properties. The dwelling is close to the Laxey Wheel and I felt it important to judge its impact against that. From my site visit I believe that the topography, existing tree coverage and scale of the development mean that the proposed development is acceptable. As such I consider that the extension would not intrude on views of the Laxey Wheel in the immediate vicinity or in the distance.
I recommend that the application be approved subject to a condition requiring new windows to be wooden sliding sash.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no. 2741/1 date stamped the 13th September 2004.
C 3. There must be no discharge of surface water to the main foul sewer.
C 4. Due to the position of the dwelling within a Conservation Area and its proximity to the Laxey Wheel all windows within the hereby approved extension must be wooden sliding sash to match that of the existing dwelling. For the avoidance of doubt no approval is hereby granted for the installation of uPVC casement windows as shown in drawing no. 2741/1.
N 5. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
I confirm that this decision accords with Government Circular No 57/01 (Delegation of Functions to Director of Planning and Building Control).
