Officer's Report
This is a brief surtiage of an existing dwelling formed from the conversion of a former chapel on one side of the road and on the southern side of the private lane is a holiday cottage which also belongs to the applicant.
In this southern part of the site, the applicant proposes to culvert part of the stream and position gabion basket to raise part of the garden area.
PA 04/1340 proposed decking work over the stream which runs through the garden. This is 4.8m by 7.5m, is placed 2.5m above the stream bed and has a hand rail of approximately 1m in height. This was approved in August 2004.
At that time, there were complaints about the works which had been undertaken to culvert the stream and enforcement action was taken resulting in this latest application.
It has taken some time for the drainage division and the applicant to reach agreement. The drainage division has confirmed its views in a letter dated 5th April 2005. The Inland Fisheries Development Manager has raised concerns about the loss of wildlife habitat but the area of stream affected is modest and is contained within a private garden and a refusal is not justified.
