Officer’s Report
The site fronts onto Loch Road, Port St Mary. It is occupied by a single traditional property and garage. The dwelling has a single storey extension to the rear.
It is proposed to demolish the house and replace it with 2 dwellings linked together by garages with dormer accommodation above.
History
PA 03/84 - Erection of three mews dwellings with integral garages to replace existing dwelling, Braeside- refused initially and at Review (without prejudice to a reduced number of dwellings).
PA 03/1159 - Erection of 6 apartments with ground floor parking to replace existing dwelling - refused initially and at Review.
The new development would retain an 8 metre distance between the rear face of the proposed development and the rear outlet of Number 5 Loch Road. The two three storey dwellings would have a depth of 8.2 m which is less than that proposed under PA 03/84 for three dwellings (9.5 m). The existing is 8.3 m.
In an attempt to reduce the mass of development on this site, the applicant has reduced the number of dwellings to 2, introduced garaging to lower and vary the ridge heights and kept the depth of the dwellings similar to that of the existing.
However there are other dwellings in close proximity, particularly to the rear and considering the increase in density, the increase in windows to the rear and the general mass of the development, it is judged that there will still be a detrimental impact on the amenities of those neighbours to the rear.

R 1.
Whilst it is noted that the number of residential units has been reduced compared to previous applications, the proposal to replace the existing dwelling with two semi detached properties is judged to be an inappropriate form of development on this site.
The development would have a greater mass than the existing dwelling and cover more of the site. Whilst the roofs of the garages are stepped below the main ridge, there would be an increase the number of windows at the rear compared to the existing. Given the proximity of the development to the properties to the rear of the site, particularly Number 5 and Number 6, The Quay, the proposed development would have an overbearing impact on these dwellings; there would be overlooking of existing yard areas, and the development would introduce a greater opportunity for mutual overlooking
and loss of privacy. The development would thus be unneighbourly and generally detrimental to residential amenity.
R 2. The existing dwelling is attractive, and traditional in appearance and makes a positive contribution to the character and appearance of the streetscene. Its replacement with two dwellings as proposed by reason of their appearance and detailing would fail to enhance the appearance of the streetscene which forms part of the historic fabric of Port St Mary.
