Officer's Report
The application seeks approval for a mixed-use retail, leisure, office and residential development within Ramsey Town Centre. The proposed development comprises of a retail units, a 178 seat cinema/lecture theatre, an 80 seat restaurant, office accommodation and 3 two bedroom apartments.
The local authority and a local MHK support the scheme. The only other representation expressed some concern regarding certain aspects of the design but does acknowledge that the nature of the buildings, i.e. cinema, constraints the design. I consider the design to be acceptable, but would suggest a condition requiring the submission of samples of materials. The application is accompanied by a transport impact assessment and the Department of Transport has considered there to be no adverse traffic impacts subject to the imposition of conditions.
Overall, I would suggest that the proposal is a positive development for Ramsey Town Centre that should be supported. Accordingly, I recommend that the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the location plan and drawing no.s 01, 05, 06, 08 and 09 date stamped the 11th August 2004.
C 3. No works shall commence on site until the zebra crossing on Albert Road has been relocated to the satisfaction of the Planning Authority after consultation with the Highway Authority. This requirement includes all necessary alterations and making good to pedestrian guardrails.
C 4. The proposed retail facilities, offices, cinema/lecture theatre, apartments and restaurants shall not be occupied until a barrier controlled pay and display parking system has been installed to the satisfaction of the Planning Authority after consultation with the Highway Authority.
C 5. Prior to the commencement of development an amended drawing relating to the layout of the car park that includes cycle stands, public transport information display boards and disabled facilities must be submitted to and agreed by the Planning Authority.
C 6.
Prior to the commencement of development details/samples of the external appearance and colour finishes of the buildings must be submitted to and agreed by the Planning Authority.

The applicant/developer is advised to consult with the Fire Safety Department as the development falls within the scope of the Fire Precautions (Flats) Regulations 1996 and will also require a fire certificate under The Fire Precautions Act 1975.
N 8.
The applicant/developer is advised to consider the comments of the Disability Access Officer.
