This application proposes the erection of only one portacabin which does not affect any trees. The new structure is for storage in conjunction with the use of the Memorial Hall as a community facility, specifically in conjunction with the use by Mooinjer Veggey playgroup who wish to use the hall and for which permission was granted several years ago.
Despite the Commissioners' confidence in stating that there are no material planning reasons why the applications should not succeed, there is an objection from the neighbour of the site who considers that the portacabin will adversely affect her outlook and suggests that a permanent extension should be proposed. The portacabin may attract vandalism, she contends.
One portacabin will not be seen by the public although those in the adjacent property, Skyrwyllin Bungalow would have alimited view of it.
I do not consider that this private and limited view is sufficient to warrant refusal of the application which should be for a temporary period only and encouraging the applicant to consider a more permanent solution.
The PC considered this application, along with PA 04/1706 and refused both due to the introduction of a temporary buidling which could bring with it fears of insecurity and an invitation for unsavoury behaviour which would adversely affect the enjoyment of the properties next to the site. Also they felt that the reasons for the portacabins were unclear.

The introduction of what is a temporary building for what would appear to be a permanent and long-term need would be unsatisfactory in terms of:
1) the location of the temporary building in a generally unsupervised and dark location which could invite anti-social behvaiour and undermine the enjoyment of the residential properties alongside the site and 2) the provision of additional storage and/or toilet facilities in a building separate from the main structure and the inconvenience involved therewith.
It is not clear from the information provided why additional toilet facilities should be provided in the temporary buildings and how this would work in practice in conjunction with the main use of the hall.
Note: the Planning Committee would recommend the provision of permanent storage facilities joined to the main building and of an appropriate design.

C 1. This approval relates to the installation of a portacabin as shown in drawing 01 received on 16th August, 2004 and for use as storage in conjunction with the use of the main Memorial Hall for community activities including use as a playgroup/nursery.
C 2. This permission is for a temporary period of two years from the date of this notice. The applicant is encouraged to consider a more permanent and attractive solution to the lack of storage on the site.
C 3. There must be no discharge of surface water to the main foul sewer.
