Officer's Report
The site lies in a cul de sac in Lakeside Gardens off the perimeter road, Derwent Drive. The property is a semi-detached house with garaging at the front integral to the house.
Proposed here is the conversion of the garage to living accommodation and creation of additional area of hard standing in front to compensate for the loss of the garaging.
When consulted initially I suggested that additional parking may be provided and could be required alongside the house on the other side of the building to the garage. However this has not been proposed in the application. We have also received an objection from the adjoining neighbour who is concerned about the impact from their garage on the new bedroom and the impact of the loss of storage space for bicycles, garden equipment etc for which the existing garage is presently used.
I have suggested extending the property on the side and leaving the garage in tact. The applicant will respond to this in due course. Onchan Commissioners also object.
The applicant has submitted further information received on 29th July, 2004 which shows clearer parking provision and access: the accommodation is still on the front though with all of the problems associated with that outlined above.

The proposed conversion of the garage would provide living accommodation immediately alongside the adjacent garage and the associated comings and goings of the vehicles parked therein. This is not considered a suitable environment for the new bedroom, particularly as the proposal will take away not only parking space behind the building line but also the storage space for bicycles and garden equipment with no alternative space as a replacement for this loss.
Note: this refusal is without prejudice to a further application for an extension to the property, possibly to the side or rear, which retains the existing garage.
