Officer's Report
The building represents the former power station situated on the southern side of the Laxey River and accessed from Glen Road via a bridge.
Previously a planning applicaiton was refused at appeal for the installation of replacement windows framed in white plastic (PA 03/1047). This was refused by the Planning Committee and confirmed on appeal where the Inspector concluded that white plastic-framed windows would harm the character of the building and that the feasibility of aluminium metal windows had not been considered with any seriousness.
This application now seeks permission for the installation of aluminium-framed windows coloured in dark grey. There is no information about sections or glazing pattern.
Sections now received and a sample of the colour which is very dark grey, almost black. The Conservation Section has commented positively about this and recommend approval.

C 1 . The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2 . This approval relates to the replacement of the existing windows with dark grey/black aluminium windows framed in accordance with the submitted samples received on 15th June, 2004.
C 3 . The glazing pattern must match that of the existing windows using external glazing bars not internal plastic or metal strips.
I confirm that this decision accords with Government Circular No 57/01 (Delegation of Functions to Director of Planning and Building Control).
