Proposal: Installation of uPVC casement windows and security front door to replace existing on front elevation at: $\quad 10$ Queen Street Peel IM5 1AG which was considered on 8 April 2004, for the reasons set out in the attached schedule. Reasons For Refusal
Application Ref No: 04/00243/B
- The proposed windows would by reason of their opening method be contrary to Policy 6(b) of Planning Circular 1/98 'The Alteration and Replacement of Windows' which states
"If the original windows are in place they should preferably be repaired. If repair is impracticable, replacement windows which would be readily visible from the public thoroughfare MUST HAVE THE SAME method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE THE SAME pattern and section of glazing bars and the same frame sections as the original windows."
Whilst the original windows have been lost, the Planning Committee judges that the most appropriate opening method on the front elevation would be vertical sliding sash. The proposed top opening casement windows would be out of keeping and would harm the character of the Peel Conservation Area.
- Insufficient details of the proposed door have been submitted to allow a proper assessment, however, the door design permitted on the rear elevation of Local Authority houses in Queen Street is not considered appropriate on the front elevation of Number 10 Queen Street.
NOTE Grant assistance is available for replacement windows and doors in an appropriate style and design. The applicant is advised to discuss this with the Planning Officer or the Conservation Section.
NOTE The applicant is recommended to consider the installation of a door similar to those approved on the front elevation of the Local Authority properties in Queen Street under PA02/1406. The doors approved were uPVC doors in a four panel appearance (coloured blue) with the upper 2 lights glazed with clear glass.
NOTE This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
