Planning Report and Recommendations ### General Report Site Visited YES/NO 1. The site comprises an area of some 0.26 ha fronting on to Prince's Road, Marathon Road, and Victoria Road. On it at present are 10/12 Marathon Road, Victoria Cottage, some garages, and gardens. 2. Proposed in a full application, is the erection of two buildings over a joint car-parks. Both buildings would be of four storeys (including the car-parks) plus the 100f space. There would be a total of 33 flats and 66 parking spaces. There would be a garden on top of the covered car-parks between the buildings. Access from Prince's Road. The principal issues are:- (a) impact on the local street scenes and the character of the area; (b) highway issues; (c) impact on the amenities of immediate neighbours; (d) adequacy of outlooks, privacy, space, for the flats; and (e) water supply. 4. Street Scenes/Character. The site is at that point on Victoria Rd. where the nature of the built environment changes from urban to sub-urban. Most of the buildings are 2 or 3 storeys plus use of the roof spaces. Because of its high bulk, its height, and its proximity to the Summary of objections/views road, the building facing Victoria Road would, in my judgment rather dominate the local street scenes, and would not be appropriate at this transitional point in the town.
