Officer's Report
The application seeks to convert an existing three-bedroom flat, situated over the second and third floors of terraced property in Ramsey, into two separate flats. The proposed flats would comprise of two one-bedroom flats on each of the second and third floors of the property.
I consider that the proposal is in accordance with Planning Circular 2/88 regarding the conversion of buildings into flats in relation to outlook and amenity. Whilst the Department of Transport have objected to the proposal on the grounds of car parking provision I do not consider there to be sufficient grounds for refusal on this basis. The actual number of bedrooms within the property reduces by one and as such the traffic impact would probably remain the same if not actually reduce. There has been ongoing discussion between the applicant and Fire Prevention Officer regarding fire safety measure, which now seem to be resolved.
Overall I recommend approval of the application subject to conditions.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This approval relates to drawing no. 002/PI.01 rev. A date stamped the 16th March 2004.
N 3.
Prior to the commencement of any works associated with the development the applicant is advised to consult the Chief Fire Officer to ensure that the requirements of the Fire Precautions (Flats) Regulations 1996 are met.
N 4.
The flats must, on completion of the proposed works, comply with the requirements of the Housing (Flats) Regulations 1982 and be registered thereafter under the same regulations. The applicant is advised to contact the Department of Local Government and the Environment's Housing Enforcement Section in this regard.
N 5.
For water connections that comprise more than a single connection to a water main or service, or where new water mains and hydrants will be required, the applicant should contact the Isle of Man Water Authority Planning and Projects Section, telephone 695958.
N 6.
For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.
