The site lies behind Corkill's Garage in Onchan Village and represents the curtilage of an existing detached dwelling, number 59, Main Road. Also in the grounds of the dwelling, to the north east - some 5 m therefrom, is an outbuilding which was the subject of an application in 2000 for conversion to tourist accommodation (PA 00/1180). Now proposed is the use of the outbuilding as accommodation ancillary to that of the main dwelling. When the original application was considered, Onchan District Commissioners recommended approval subject to two conditions, one being that the accommodation was only for tourist accommodation not permanent residential and also that the access to the property be taken only from Queen's Road not Victoria Avenue. There are no external nor internal alterations proposed -only the use which will probably change the way in which the property is used, particularly in terms of access. Permanent occupation of the unit will result in more journeys to and from the unit both on a daily basis by the occupant and more visits from others - friends, fuel, milk, post etc which may not come if the unit is used for tourist accommodation. Access right to the door can only be provided via the lane as the main access stops in front of the main house and does not lead to the outbuilding. The access onto the side lane was accepted in PA 00/1180 and was not objected to by Department of Transport. The Department of Transport does not object to this latest application either. Objections have come from three neighbours and Onchan District Commissioners all of whom object on the grounds of inadequate access. I would suggest that this is the only valid concern as the site lies within a residential area and the site is clearly large enough to accommodate another permanent unit. Perhaps the access could be closed off if the Planning Committee is persuaded that there would be significantly more traffic as a result of the change of use and that the lane is not suitable for this increased usage? The lane is unmade and rough. The access onto Victoria Avenue gives limited visibility to the emerging driver due to the parked vehicles on both sides of the access. It is however, an existing lane which may be used by anyone at any time. The access to the north, exiting onto Mount View Road is much better. This approval relates to the use of the unit as either the target accommodation or accommodation ancillary to that available in the main delivery and may not be let or rented out separately. 3. The used as permanent accommodation SEC 12.03 for a period of twelve months starting from the date of this notice as it becomes final. After this period the use of permanent accommodation must cease and any fee proposal for the continuation of this use after this date must be the subject of a new approval.
