Presumably the applicant is seeking approval in principle because the site is not zoned for development or not for this type of use, and thus the proposal would be contrary to the development policies of the department.
Thus any development would be sporadic, and possibly ribbon development and thus detrimental to public amenity of the countryside.
Alternatively the site is zoned, but the applicant seeks permission for something far too much for the site, or unsympathetic to its neighbours.
Either way, the application should be REFUSED.
The Society has no direct interest in the land or application. There is no need to acknowledge this letter or to advise that we are not party to the application, but a copy of the decision will be appreciated.
