Change of Use Planning Statement
Change of use of 7 Clinches Court, North Quay, Douglas IM1 4LH (continuation notes for questions 9 and 22)
The proposal is to change the existing use of the unit, to that of a Dental Practice. This would be an expansion of our current business which already trades at units 9 and 10 Clinches Court. This would be in-keeping with other businesses on the Quay, eg Opticians, Beauticians, Barbers, Hairdressers, and would provide an additional option for a dental service to the local community.
The site is presently vacant, but was last used as an off-license, trading as The Hooded Ram. It is anticipated the opening hours will be between 8.30am and 6pm Monday to Friday, with the possibility of one late evening until 8pm, and Saturday morning opening, should the need suffice.
There would be no alterations to the external fabric of the building. The only physical alterations proposed will be the addition of stud walls, in order to make the existing unit (one large room, one bathroom, one storage room), into a waiting area, consulting room, office, staff room, bathroom (existing), and storage/plant room (existing).
Advertising will be applied for in due course, once planning is granted; it is anticipated it will be identical to what we have at our existing unit, two doors away.
We will utilise existing members of staff, with the possibility of employing one additional part time member of staff. This member of staff will have the opportunity to walk, utilise public transport eg bus; or park in one of the nearby longer stay car parks: $\qquad$ -Tongue -Shaw's Brow -Bottleneck -Parade Street East -Chester Street
As this will be a high-end practice specialising in complex Dentistry with long appointment times, there will not be a large daily footfall of patients-we would anticipate a maximum of 10 patients per day. Indeed, the footfall will be considerably less than was with the previous use as an offlicense. For the patients there are numerous disc zones within the area, offering 90-120 min parking: -Church Street -Bridge Rd -Leigh Terrace -North Quay -Athol Street -Quines Corner These are in addition to the longer stay car parks listed above, and also Drumgold St car park. The unit is in close proximity to the Train Station and to Lord St Bus Station for those to utilise public transport, as well as a bus stop on Lord Street.
There is a loading bay directly outside the unit for any anticipated deliveries. The unit is located directly opposite the harbour. It should be noted that the proposed works and change of use, will not impact the watercourse.
The enclosed location plans show the unit (7) marked in red, and the units we already occupy ( 9 \& 10) marked in blue. It should be noted that our Landlord owns the entire Clinches Complex, and he is agreeable to our proposed plans.
