The application site represents the curtilage of the Centenary Centre, Atholl Street, Peel. The building is situated on the south eastern side of the road and is immediately adjacent to the Atholl Street entrance to St German's Cathedral. The Centenary Centre is formed of two distinct sections, the main hall which is two storey, and a subordinate, one and a half storey section. The building is traditional in design having arch headed windows and decorative façade treatments.
The application site is located within an area identified as being Mixed use by the peel Local Plan. The site is also within the Peel Conservation Area. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered to be relevant in the assessment and determination of this application:
Environmental Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
The following previous planning applications are considered relevant in the assessment and determination of this application: 03/00668/B sought approval for the erection of an extension to provide toilet facilities. This was approved. 08/01802/B sought approval for the erection of extension and access ramp to front elevation. This was approved. 09/00471/B sought approval for the installation of a lantern type roof light. This was approved.
The Department of Transport Highways Division does not object to this application.
Peel Town Commissioners recommend that this application be approved.
This application seeks approval for the construction of a first floor extension to the rear of the building. The existing building has a flat roof outlet at the rear and this would be extended upwards with a pitched roof extension which would follow the form of the existing building. The internal arrangement would be altered with the existing ground floor layout being turned into a WC and shower. An internal staircase would lead to the first floor which is shown as being for general storage.
The main issues to be considered in the assessment of this application are whether the proposed extension would be appropriate to the building and as such would preserve or enhance the character or appearance of the Conservation Area.
The extension would be of a more appropriate form than the existing flat roof outlet although this section of the building is not visible due to the boundary wall. The extension would follow the form of the existing building and would improve the building for its users.
It is judged that the proposed development would preserve the Peel Conservation Area in accordance with Environmental Policy 35.
It is recommended that the application be permitted.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
