The site represents the curtilage of a former carpet shop and prior to that a car showroom, located on the corner of Church Road, Bridson Street and Station Road, in the centre of Port Erin. The site has frontages to each road of and 23.5 m respectively. The building on the site is a single storey with varying roof shapes and with a large expanse of forecourt onto Station Road and warehouse style doors and access onto Church Road. There is a glazed shop front onto Station Road.
The site lies within an area designated on the Port Erin local Plan of 1990 as Mixed Use. On the draft Southern Area Plan published on 23rd October, 2009 the site is identified as part of a small Regeneration Area within a wider area of Mixed Use. The Written Statement accompanying the draft plan states: "A possible area for the regeneration of the centre of Port Erin has been identified. Any redevelopment should include a significant element of convenience goods floor space as part of a wider mixed use scheme which is carefully linked and integrated to the existing centre. The Department will work closely with the Port Erin Commissioners and the Regeneration Committee to investigate how best to take this forward". The area extends to the north across Church Road to land which is not part of this site.

Proposed now is the installation of signage in association with the proposed use of the premises as a car show room. The signage takes the form of two displays, both on the elevation facing onto Station Road, one stating the operator's name - "Franklins" and the other a contact website and telephone number. The signage will be white lettering on a black background in plastic, with no lighting.
Department of Transport Highways and Traffic Division and Port Erin Commissioners indicate that they do not object to the application.
ASSESSMENT The site lies within a Mixed Use, commercial area where there is a mixture of uses, signs and shopfront styles. This building is a substantial one, set back from the road and the proposed signage will be attached to an existing fascia where the signs are not inappropriate in appearance or size. The proposed use and activity will be welcome on this prominent site within the village.
PARTY STATUS The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
