Wrights Pit North Landfill Off, Cranstal Road, Bride, Isle Of Man, IM7 4bs
The proposal sought to extend existing landfill operations at Wrights Pit North, a former sand and gravel pit at Point of Ayre, by 5 years to December 2014 with restoration by December 2015, importing approximately 2000 tonnes per annum of mixed inert construction and demolition wastes into the western cell (Cell 1).

There is a demonstrated need for continued inert waste and asbestos disposal in public interest, as budget restrictions delayed prior restoration and no alternatives available immediately; previous in…
General Policy 2
Requires development respecting site/surroundings in siting/layout/scale/design/landscaping, no adverse landscape/amenity/highway effects. Officer assessed proposal fits disturbed site, low-key operations screened, restoration integrates with heathland.
Waste Policy 1
Permits landfill if need per Waste Strategy, no unacceptable amenity/landscape/traffic/ecology/hydro impacts, phased restoration. Officer confirmed need for residuals, low volumes screened, permeable cap, monitoring mitigate risks.
Approved plans
Permission relates to completion of landfilling and restoration as shown in specified drawings.
Time limit
Landfilling until 31 December 2014 plus 1 year restoration to 31 December 2015; remove plant/fencing after.
Capping
Cap with sand/gravel layers for drainage/gas emission as landfill progresses.
Restoration scheme
Restore per approved scheme/phasing.
Highway protection
No water/contaminants to highway via wheels.
Compliance
Carry out per approved plans/statement/EIA.
Fencing
Retain boundary fences until approved removal.
Drainage
No water/mud to highway.
Restoration levels
Landform/contours per specified drawings.
Waste types
No household waste or incinerator bottom ash.
Protected species
Notify DAFF if frogs/lizards found.
Recommend approval subject to 11 conditions; need justified, reduced traffic acceptable, restoration compliant, no significant impacts
Manx National Heritage provided a conditional no objection to the landfill extension citing concerns over restoration and donor site for heathland reseeding; two local residents objected due to environmental impacts on rare heathland, structural damage to historic cottage, and waste disposal policy issues.
Key concern: irreversible damage to rare Gallic heathland from landfill operations and invasive species
Manx National Heritage
Conditional No ObjectionWhile it is regrettable that landfilling operations are to continue for an extended period in this sensitive coastal landscape; the lack so far of an identified donor site for heathland brash to re-seed the restored area is somewhat concerning; Should this application be granted approval, the search for a suitable donor site which can be agreed with DAFF should be started as soon as practicable
Conditions requested: search for suitable donor site which can be agreed with DAFF should be started as soon as practicable

ObjectionGallic Heathland develops due to a unique set of environmental circumstances over thousands and thousands of years and cannot be re-created by man; Present day observations clearly indicate that either rough grasses or common Gorse colonise such polluted wasteland; please would you ensure that, as a condition of planning, the road outside the cottage is maintained with the correct materials to prevent any further damage to the cottage; I request also the addition of a 30 mile an hour speed limit at Cranstal
Conditions requested: road outside the cottage maintained with shock absorbing mix materials; 30 mile an hour speed limit at Cranstal

Objectiona radical only damaging proposal considering the costs in establishing a replacement site at a later date; would a proposal such as this not be in contradiction to the Basel Agreement or cross border worker disposal?
The original application PA 06/00562/B sought to extend landfill operations at Wright's Pit North, previously approved under PA 02/01636 expiring 2006, for a further 3 years due to reduced waste volumes from recycling. The appellant (DoLGE) argued demonstrated need for inert and asbestos waste disposal, compatibility with waste plans, minimal environmental impacts, low traffic, and acceptable restoration at lower levels. Inspector Turner found no issues of principle due to prior approvals, confirmed public need, acceptable environmental effects controlled by licensing, and recommended approval. For PA 09/02058/B, a further 5-year extension was sought due to budget delays, with reduced imports (2000 tpa), EIA support, and similar arguments. Inspector Hollis agreed with prior reasoning, confirmed ongoing need, and recommended approval subject to conditions.
Precedent Value
Establishes that extensions for essential public waste infrastructure can be allowed in landscape-sensitive areas if principle previously accepted, impacts minimal, and need demonstrated via EIA; future applicants should prioritise robust need evidence and licensing integration.
