The application site represents the residential curtilage of an existing property at Thie Garey, Andreas Road, Andreas, which is a two storey pitched roof detached property.
The planning application is seeking approval for the replacement of the existing front porch of the dwelling. This would consist of enlarging the porch from 2000mm x 1200mm to 3100mm x 1900mm, with the existing pitched roof being converted into a flat roof structure at 2700mm in height. The porch would be finished in matching materials throughout.
The application site is within an area of "White Land" identified under The Isle of Man Development Plan, 1982. The Isle of Man Strategic Plan 2007 contains one policy which is considered specifically material to the assessment of this current planning application – Housing Policy 15:
"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

The Department of Transport Highways Division have not commented on the development. Andreas Parish Commissioners has no objection with the proposal.
The proposed alterations to this traditional style dwelling would preserve the character of the property through its design and use of matching materials, which would be sympathetic to its setting. The proposed replacement porch would be slightly larger than the existing and made up of larger windows, with matching UPVC framing and render to match the finish on the existing property. The proposal would provide a more aesthetically appealing frontage and would ensure that the special features contributing to the character of the dwelling are preserved and that there will be no adverse impacts upon the surrounding area in general.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.
