"The trees are of low amenity and landscape value with a slightly better conservation value due to their "wildlife corridor" appearance. Ideally, it would be good to keep the specimens, however, I cannot see how they intend to construct the buildings in such close proximity to the trees they intend to retain without detrimentally damaging canopy or rooting structure." The removal of these trees will certainly result in at least five trees to be removed, with questions over the future of a number of trees surrounding the proposed barn given the above comments. Consequently, it is not considered that such development would be sympathetic to the landscape, given the proposed and potential of a number of trees being removed to make way for the development of the barn, therefore contrary to Environmental Policy 18. ## Recommendation It is considered that the proposal would not comply with the relevant planning policies of The Isle of Man Strategic Plan (20th June 2007) for the reasons set out in this report, accordingly, it is recommended that the application be refused. ### Party Status It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status: Andreas Parish Commissioners The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. R 1 . The application represents development in the countryside which is protected for its own sake by virtue of Strategic Plan Environment Policy 1. Whilst the Strategic Plan makes provision for exceptions to this policy as set out in General Policy 3 and Environment Policy 15 which make exception for agricultural buildings which are justified by agricultural need. In this case such need has not been demonstrated as the site defined in red represents a very small piece of land which currently does not represents a viable agricultural holding; therefore contrary to General Policy 3 and Environment Policy 15 of the Isle of Man Strategic Plan.
R 2 . Environmental Policy 15 requires that new development is sympathetic to the landscape which it would form part. It is considered the number of trees which would be lost and potentially the
number of trees which would be adversely impacted upon by the development due to their close proximity would result in a development which could not be considered to be sympathetic to the landscape, and therefore contrary to Environmental Policy 15 of the Isle of Man Strategic Plan.
