The application site relates to 9 Christian Street, Peel, a mid-terraced property situated on the northern side of the road. The building is currently used in part as an estate agency ( 2 ground floor rooms) with the rest of the building being used as a residential dwelling.
This application seeks approval for the change of use of the estate agency use to residential use to form a single dwelling. There would be no external changes to the building as part of this application.
The application site is located within an area identified as being mixed use by the Peel Local Plan and is within the Peel Conservation Area.
The following previous planning applications are considered relevant in the assessment and determination of this application:
85/00745/C sought approval for the use of premises as a grill/restaurant. This was permitted. 88/01798/C sought approval for the change of use of ground floor from licensed restaurant to private residence. This was permitted. 88/04473/C sought approval for the conversion of restaurant to retail clothing store. This was permitted.
88/04606/C sought approval for the change of use from shop to play group. This was refused. 07/00074/B sought approval for the change of use from retail shop to estate agency. This was permitted.
Peel Town Commissioners recommend that this application be approved. The Department of Transport Highways Division does not oppose this application.
The main issue to be considered in the assessment of this application is the impact of the proposed change of use upon the surrounding area.
The surrounding area is designated as mixed use and there a number of different uses within the vicinity. The main commercial area of Peel is located to the west of the application site with Christian Street being made up of predominantly residential properties.
Approximately half of the ground floor and all of the first floor of the property are already in residential use and this application would bring the entire building into residential use. It is judged that this would improve the amenity of the existing dwelling by providing increased living accommodation and removing the commercial use which may bring about disruption.
It is judged that the change of use would not detract from the retail offer of Peel town centre given that the site is outside of the main commercial area.
