The application site represents 8 Michael Street, Peel a mid terrace property situated on the southern side of the street.
This application seeks approval for the installation of replacement uPVC windows to the upper two floors on both the front and rear elevations of the property. The windows would be of uPVC construction and would replicate the appearance and method of opening of the existing windows.
The application site is located within an area identified as being Mixed use by the Peel Local Plan. The site is also within the Peel Conservation Area. Within the Isle of Man Strategic Plan 2007, the following policy is considered to be relevant:
Environmental Policy 35, which states:
"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."
PA08/02063/B sought approval for the installation of a replacement shop front. This was approved.

PA08/02228/B sought approval for the erection of illuminated signage. This was approved. REPRESENTATIONS Peel Town Commissioners recommend that this application be approved. The Department of Transport Highways Division does not oppose this application. There have been no privately written representations received in relation to this application.
ASSESSMENT
The main issues to be considered in the assessment of this application are whether the proposed replacement windows would preserve or enhance the character or appearance of the Conservation Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development, as required by Environmental Policy 35.
The existing windows are most likely original to the building and as such it is desirable to replicate them in order to preserve the character of the conservation area. The submitted drawings demonstrate that the arched heads of the windows to the front elevation would be replicated as would the sliding sash method of opening. It is judged that this is important in ensuring that the special features which contribute to the conservation area are not lost.
It is judged that as the proposed windows would replicate the existing windows in terms of form, detail and method of opening, they are acceptable and as such the proposed development accords with the provisions of EP35.
RECOMMENDATION
Permit
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
