The application site is field 2140044 , which is located on the western side of the Clenagh Road, and to the south of Sandygate Village.
The planning application seeks approval for the installation of two solar panels on the top of the detached garage to the north of the proposed property. The two solar panels together would measure and be positioned on the south west elevation of the proposed garage.
The application site is within an area recognised as being an area of 'White Land' zoned under the Isle of Man Development Plan Order 1982.
Within the adopted Isle of Man Strategic Plan, the following policy is considered relevant - Energy Policy 4 states:
"Development involving alternative sources of energy supply, including wind, water and tide power, and the use of solar panels, will be judged against the environmental objectives and policies set out in this Plan. Installations involving wind, water and tide power will require the submission of an EIA".
The following applications should be considered in the assessment and determination of this application:

PA 07/01575/A - Approval in principle to renovate and extend the existing building to form a residential dwelling - Permitted PA 08/00626/REM - Reserved Matters application to renovate and extend existing building to form a dwelling with landscaping - Permitted PA 08/02236/B - Erection of detached garage / utility - Permitted
Jurby Parish Commissioners and The Department of Transport Highways Division have not commented on the proposal.
The installation of the solar panels to the detached garage would be appropriate in terms of scale, design, appearance and impact on the locality. The panels would be reasonably small and the quality of the design would be acceptable. With the panels positioned on top of the garage they would be relatively well screened and distant from the neighbouring properties and the public highway, as such, the visual amenities of the locality would not be adversely affected and the character of the landscape would be protected. It also encouraged in the Isle of Man Strategic Plan to minimise environmental pollution to air, water and land and with this proposal the best practice to reduce energy consumption is being made.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the submitted drawing no. 385-04 and 1694/07 01 and Solar Panel Details all received on 6th March, 2009.
