The application site represents the curtilage of Ballamenagh Cottage, Handleys Cottage, Michael. The property is located on the eastern side of the A3 and is elevated above road level.
This application seeks approval for the replacement of a window and door with a window. This would represent a minor alteration to a recently approved development which proposed the erection of an extension to the property in the form of a single storey lean-to extension to the side elevation in place of an existing lean-to of similar size and footprint.
The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment and determination of this application:
Housing Policy 15, which states: "The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property.
Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."
The following previous planning application is considered relevant in the assessment and determination of this application:
REPRESENTATIONS The Department of Transport Highways Division does not oppose this application. Michael Commissioners do not object to this application. There have been no privately written representations received in relation to this planning application.
ASSESSMENT
The previously approved extension replaced a similar structure in poor condition. The proposed replacement was small in scale and as such does not appear dominant in any way. The approved extension was considered to be sympathetic in design as it was of minimal height so as to respect the proportion, form and appearance of the traditional property in accordance with Housing Policy 15.
The proposed alteration to form a window where previously a door and window were to be installed is considered to have a minimal impact upon the property and would not be appreciated from any public vantage point. It is therefore recommended that the application be approved.
