The application site forms the residential curtilage of 11 Cooil Breryck, Ramsey, which is located on the southern side of Cooil Breryck, which forms a residential cul-de-sac.
The application site is within an area recognised as being an area of ‘predominately residential use’, under the Ramsey Local Plan. The site is not within a Conservation Area, nor within an area zoned as High Landscape or Coastal Value and Scenic Significance.
The following previous planning application is considered relevant in the assessment and determination of this application:-

The application seeks approval for the installation of two solar panels to the rear roof elevation (south).
Ramsey Commissioners:- "No objection." The Authority has received no privately written representations objecting to the application.
Due to the zoning of the site the following policies are relevant for consideration:-
Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
Energy Policy 4 states: "Development involving alternative sources of energy supply, including wind, water and tide power, and the use of solar panels, will be judged against the environmental objectives and policies set out in this Plan. Installations involving wind, water and tide power will require the submission of an EIA."
The use of renewable energy sources should be generally supported provided that their impact does not outweigh their benefit. In this instance the proposal is relatively modest and does not cause undue harm to the public or private amenity.
It is considered that the proposal would comply with the relevant planning policies of The Isle of Man Strategic Plan (20th June 2007), for the reasons set out in this report, accordingly, it is recommended that the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of two solar panels as proposed in the submitted documents and drawings 01, 02 and 03 all received on 26th March 2009.
