Officer's Report
The Site
The site represents the curtilage of an existing cottage situated on the western side of the Ballakilpheric Road, to the north of Belle Abbey Farm and Colby. The cottage is a traditional cottage, plain rendered walling and timber framed sliding sash windows. The property sits with its gable to the road and facing south east.
Planning Status
The site lies within an area designated as Open Space and an Area of High Landscape or Coastal Value and Scenic Significance on the Arbory and East Rushen Local Plan.
Planning History
No planning applications have been submitted in respect of this site.
The Proposal
Proposed is the replacement of the windows with plastic-framed sliding sashes, the render to be removed and the existing stonework re-pointed and a porch added. The porch will have a slated roof albeit at a shallow pitch of 21 degrees, and stone walling to match the cottage.
Representations
Rushen Parish Commissioners indicate that they have no objections to the application
Department of Transport Drainage Division indicate that a condition should be attached requiring that no surface water be discharged to the main sewer. The application states that a soakaway will be installed and as such a condition is not necessary.
Assessment
The proposed works will restore the character of the cottage whilst upgrading and modernising it. The works are all positive and should be encouraged. The windows will match the style of opening of the originals and therefore comply with the provisions of Planning Circular 1/98.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the removal of the existing render, re-pointing of the stonework beneath, the addition of a stone porch and replacement of the existing windows with plastic-framed sliding sashes all as shown and described in plan reference 08/119/01 and the location plan all received on 13th January, 2009.
