The Application Site And Proposed Development
The application site comprises a parcel of land located adjacent to a property known as Renscault Farm in the East Baldwin area of Braddan.
The proposed development comprises the creation of a manege riding arena within the application site.
Planning History
Whilst the application site has been the subject of previous planning applications it is considered that none of these is specifically material to the assessment of this current planning application.
Representations
The Department of Transport Highways Division do not oppose the planning application.
Planning Policy
In terms of local plan policy, the application site is located within a wider area of land that is designated as open space (agriculture) under the Braddan Parish District Local Plan. There are no

policies within Planning Circular 6/91, the written statement that accompanies the local plan, which are considered specifically material to the assessment of the planning application.
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. Environment Policy 19 states:
"Development of equestrian activities and buildings will only be accepted in the countryside where there will be as a result of such development no loss in local amenity, no loss of high quality agricultural land (Classes 1 and 2) and where the local highway network can satisfactorily accommodate any increase in traffic (see Environment Policy 14 for interpretation of Class 1 and 2)."
Assessment
The planning application seeks approval for the creation of a manege riding arena within the application site. The proposal was the subject of on-site pre-application discussion.
The proposed menage riding arena is relatively modest and located within a field that is already used for exercising horses. Due to the changes in levels and existing surrounding screening it is unlikely that the manege riding arena would be particularly visible outside of the application site. The impact of the proposal is therefore considered to be limited and in accordance with Environment Policy 19 of the Isle of Man Strategic Plan 2007.
It is recommended that the planning application be approved.
