Environment Policy 35
Permits only development which preserves or enhances the character or appearance of Conservation Areas. Assessed as failing due to significant harm from increased massing, modern form, materials and closer siting to Laxey Wheel.

Prohibits development that damages or detracts from important archaeological sites or Ancient Monuments or their setting. Proposals considered to detract from setting of Laxey Wheel as an important archaeological site.
No significant negative impact upon highway safety, network functionality and/or parking, as the proposed positioning of the building is unlikely to result in any loss of visitor parking on the site.
Registered Buildings Officer objects due to failure to preserve or enhance Laxey Conservation Area character and harm to Laxey Wheel setting; Highway Services has no objection.

ObjectionObject to proposals as they are judged to fail the section 18 statutory test, and to be contrary to strategic policy 4 and environment policies 35 and 40 of the IOM Strategic Plan.; The proposed new building would have a significantly larger massing than the existing kiosk.; It is considered that the siting, together with the increased massing, modern form and modern material finishes, would result in significant harm to the main approach to the Wheel from the principal car park
