Ramsey & District Cottage Hospital, Cumberland Road, Ramsey, Isle Of Man, IM8 3rh
The proposal at Ramsey & District Cottage Hospital on Cumberland Road, Ramsey, includes four elements: creating 18 new parking spaces by extending the existing car park (losing some hedging and open space), a flat-roofed single storey extension for a mortuary (replacing and relocating a bike rack), a new flat-roofed am…

The officer assessed four elements separately against General Policy 2 and Community Policy 6 of the Isle of Man Strategic Plan 2007.
General Policy 2
Requires development to respect site/surroundings in siting/layout/scale/design/landscaping, not adversely affect townscape character, resident amenity, provide safe access/parking, and not unacceptably impact road safety/traffic. Officer found proposal compliant as elements were minor scale, complementary design (e.g. canopy uplift), set back/hidden, with parking need justifying open space loss.
Community Policy 6
Permits healthcare extensions if no overconcentration, unacceptable effect on residential/prevailing character/amenity, easily accessible, and no unacceptable highway impact. Officer welcomed mortuary and ambulance station as important facilities, with no overconcentration issues, designs unobjectionable, and access improvements.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
No strong argument in retaining the tree; removal has little or no significant or detrimental impact
No objection to the amended plans
Dr Alex Allinson objected to the loss of a right of way pathway between the hospital and Ramsey Group Practice due to the new ambulance bay; Ramsey Town Commissioners initially had no objection but noted concerns over the pathway, later confirming no objection to amended plans.
Key concern: obstruction of right of way pathway between hospital and Ramsey Group Practice, impacting access for patients, staff, prams and wheelchairs
Dr Alex Allinson
ObjectionSuch a development will obstruct the present right of way between the Ramsey Group Practice and the Hospital.; If these plans are approved there will be no access to the hospital from the rear of the building or the Ramsey Group Practice.; My main concern is for people pushing prams or wheelchairs who will also have to walk around the site rather than along the existing path.; I would suggest the application is amended to incorporate a straight, well lit and safe pathway along the side of the new building at least 1.5 metres wide to allow adequate access.
Conditions requested: amend application to incorporate a straight, well lit and safe pathway along the side of the new building at least 1.5 metres wide
Ramsey Town Commissioners
Conditional No ObjectionWhilst there is no objection to the proposals as shown, there is little information as to how the proposals link in with the existing internal layout.; It is felt the proposed works should provide a logical flow within the workplace without compromising the separation between patients and the public.; Members also expressed concern that the short footpath between the Hospital and the Group Practice Centre would be lost which would be to the detriment of patients and staff.
Ramsey Town Commissioners
No Objectionthe Ramsey Town Commissioners considered the above application at their meeting on Wednesday 19th November, 2014 and have no objection to the amended plans.
