1.1 The application site is the curtilage of 2 Willow Terrace, Port St Mary which is a mid-terrace two storey traditional cottage. The cottage is a traditional property which is finished with Manx stonework and sliding sash windows. There is a porch on the front elevation which is finished with a pitched roof with the gable end facing towards the front. The porch is constructed of timber with fixed lights. The existing windows in the front elevation are u PVC sliding sashes.
1.2 There is a Manx stone wall which runs along the front boundary with a central pedestrian access which has a timber gate.
2.1 The application seeks approval for the installation of replacement windows, door, cladding and fascia to front porch. This would be finished in Rosewood PVC. The windows in the front and sides would be outward opening units. The door would have two solid panels with one glazed panel above.
3.1 The following previous application is considered to be specifically material in the assessment of the current application:

4.1 The application site is within an area zoned as "Predominantly Residential" identified on The Area Plan for the South 2013, it is also within the Proposed Port St Mary Conservation Area. Given the nature of the application it is appropriate to consider General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).
Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; c) does not affect adversely the character of the surrounding landscape or townscape;

g) does not affect adversely the amenity of local residents or the character of the locality.
Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.
5.1 Port St Mary Commissioners do not object.
6.1 The application seeks approval for the installation of replacement windows, door and fascia and cladding to the front porch. The main issue to consider is the impact upon the character and appearance of the property and the area in general.
6.2 The site is within the proposed conservation area and therefore the impact upon the character and appearance of the property and its impact upon the locality in general is an important consideration in the assessment of the application.
6.3 The property is a traditional mid-terrace cottage of Manx stone construction. The porch is not original but is a modest addition to the front of the dwelling. The proposed replacement fascia, glazing and door would be of uPVC construction and would be rosewood in colour. The proposed windows would be opening casements; they would not have glazing bars or sections. It is considered that windows with glazing bars and sections would be more appropriate for the porch, but would not in itself be a reason for refusal.
6.4 Given that the proposed porch detailing would be similar to the existing it is considered that the overall result would not be so different from the existing as to have a harmful impact upon the character and appearance of the property and the surrounding area in general.
6.5 For the above reasons the application is considered to be acceptable and is recommended for approval.
7.1 The local authority, Port St Mary Commissioners are, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (e), considered an "interested person" and as such should be afforded interested person status.

C 1.
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

Drawing Numbers Ref 1, Ref 2, Ref 3, Ref 4 and Ref 5 date stamped 1st April 2014.
